Well, Mus, there's several ways of doing this:  first are you bringing up the concern at a town meeting or in a letter?  Either way, you'll want to back it up with facts.  Is there a particular intersection that concerns you more then the others? If so site it.  Do a bit of research - how many bikes and pedestrians have been struck in the past, say year?  How many cars vs pedestrians/bikes in a hour?
Things of that nature.  While it is true that pedestrians have the right away, they are responsible for their own safety.   Contact your local police department ( non emergency number please) and ask if there is a law in your town governing that.  Here, walkers are suppose to obey traffic signals/signs or can get ticketed.  Explain your concern, odds are they'll be more then happy to help out with info. If there is such a law, then site that too.
You can also contact local schools  and suggest street safety refresher courses.  Although from what I gather you are talking about adults being stupid. But then too, in Illinois walkers have the right of way.  If your are driving  and I'm walking, you are suppose to let me cross first before proceeding through the stop sign. ( I always wait for the driver to signal me though. I make a lousy hood ornament.)
