In large dutch oven or kettle, heat oil and brown meat. Add onions, carrots, celery, tomatoes, water, bouillion and oregano. Bring to a boil. Cover and simmer for about 2 hours until beef is tender. Add barley and cook for another hour until barley is tender. This is also a great crockpot recipe, so add all ingredients, then walk off and leave it for 5 to 6 hours.
